Actually, in 1981 the USSR was the third most populous country in the world, although it had less than half the population of China or India.

The source I posted says 5th and then 6th -> https://ourworldindata.org/population-growth

Do you have one that disagrees? I'm open to changing it if so.

All sources between 1981 and 1990, from an old 1981 pocket atlas whose name I forget to the 1990 ‘Information Please Almanac‘ have the USSR (not just Russia) as the third most populous country. I noticed that your source does not have totals for the entire USSR even whilst it was still a country.

The PACE is explicitly discussing pre-Soviet "Russia" in every instance, and not the USSR.

What I forgot to do was post the estimations from the early 1900s, which all agree that Russia was the 4th most populous at the time, so I do need to update that. That's my bad: https://worldpopulationreview.com/country-rankings/population-by-country-in-1900
